This guide was largely written by Stephen Chong with assistance from Meredith Wallis while they were law clerks
at the Transgender Law Center (TLC) during the summer of 2006. Shane Caya, Chris Daley, Aimee Durfee, Joseph Frislid, Ben Lunine, Kristina Wertz, and Matt Wood provided oversight, editing, and subsequent updating. The content is built on the work of individual activists and advocates, including Roslyn Manley, Shannon Minter,
